What is an Arboricultural Consultant?

A tree consultant, also known as an arboricultural consultant is a professional qualified in woodland and tree management. These professionals are usually required assess and advise upon the management, health and benefit of individual trees, as well as forest and woodland areas.

Arboricultural consultancy services are usually required by professionals involved with the development of a site, such as those within the construction industry, landscape designers, or architects. They may also be required by individuals who require planning permission to develop or renovate their property.

A tree survey or assessment is likely to be required if a development is planned within close proximity to trees as local authorities are required to review the impact that a new development could have on tress when granting planning permission. The reason for this being that trees are protected under the Planning (Listed Buildings and Conservation Areas) Act 1990 and the Town and Country Planning Act 1990.

Are All Trees Protected?

Trees that bring a significant benefit to a local area may be protected by a Tree Protection Order (TPO). A TPO is administered by Local Planning Authorities and no species is automatically protected by a TPO; however, a TPO can be administered on any type of tree. Shrubs, hedges and bushes cannot be protected by a TPO.

If a tree is protected by a TPO, it becomes a criminal offence to wilfully damage, destroy, cut down, top, or top said tree without obtaining permission from the local authority.

The local planning authorities, therefore, need to consider the impact a development could have on a tree or woodland when granting planning permission.
